Come operatore sociale mi occupo da circa 14 anni d'inserimento lavorativo di persone svantaggiate. Più times without it ever led to anything concrete, I happened to accompany use of Pistoia at the center of people unemployed, with at least 46% disability rating for this civil recognized and entered into so-called protected classes.
Law 68/99, which governs the inclusion of these particular workers, provides, in fact, that these subjects, in addition to being registered as unemployed are also ordinary members in a special list called precisely category protected by private companies which then have the obligation of the recruitment of disabled persons (companies from 15 employees and above), choose arbitrarily the employee to be engaged.
I note, for some time now, that this kind of bounce in the wall of the center subjects without having to use the minimum support means operators are limited to the placement office, please fax requests for reservations to compile the disabled in relation to bids work derived from the internet, without knowing the names of companies that actually have an obligation to hire them. The system provides structured so that the completed applications to come from the center Employment, by fax, the company and the latter at their discretion choose the disabled to start with the first interviews.
Most likely I'm just lucky because all these years I never happened to accompany a invalid then being selected for a job interview. What happens to these requests that remain undone? Who cares to promote business contacts with the disabled who have not received any response work for several years?
Certainly the leaders of the center use, and especially the provincial councilors in office, we explain that everything is monitored, everything under control, but the perception outside is that you have thought that the system does not work, beyond the technical skills and the goodness of operators, of which this article is not meant to put into question.
E 'can do something about it? If the center uses are able for various reasons, to accompany these individuals appropriately, instead requiring appropriate media, because at least you do not make public the names of the companies that hire workers must be enrolled in the protected categories? Would not it be more transparent and a right for the disabled person to know which company to go for the job search? Would not this already a condition that would allow disability, regardless of the response that can receive, to initiate a process of autonomy being able to relate directly with the companies, perhaps without waiting to be (almost never) contacted by them?
From the "technical" use of the center of Pistoia me was noted that this procedure was somehow meant to protect companies against possible disturbances and repeated requests for contact from interested parties, and therefore are not disclosed the names of the companies. But the disabled job-seekers who protects them? Also I still do not understand: if the company makes the appropriate selections as any company that places a job advertisement for recruiting able-bodied, removing it as soon as he found the employee best suited to your needs, where there is a problem of the alleged "disorder"?
access to the names of companies that are obliged by law to hire workers belonging to protected categories with a disability of at least 46%, identified by the Medical Committee, is a right, for reasons which in my opinion totally incomprehensible, the Province of Pistoia not guarantee its weakest citizens.
company's right to privacy can not be put at the top of the first people's rights, especially when the latter are representative of individuals belonging to the so-called weak.
